Balance Sheet Items of Credit Institutions and of the Monetary Financial Institutions Sector
Reporting is mandatory for
- Credit institutions, Romanian legal entities, and Romanian branches of foreign credit institutions;
- Self-managed investment companies and investment management companies managing resident money market funds;
- Electronic money institutions.
Use of Information
- Preparation of the monetary survey, monetary aggregates and their counterparts;
- Monetary policy and financial stability analysis, analysis of household financial situation, policy decision support, general public information via the monthly press release;
- Compilation of national financial accounts statistics.
- Statistical series are available to researchers and the public on the BNR website: Statistics > Domains > Monetary mass, loans and deposits of monetary financial institutions, the Interactive Database, and the NBR Monthly Bulletin.
Regulation
- Regulation no.4/2021 (romanian only) with subsequent amendments and completions, on the reporting of statistical data and information to the NBR, Title I, Chapters I and II (Articles 8–15).
Practical Information
- Reporting forms are submitted monthly, no later than the 15th of the month following the reporting period. If the deadline is a non-banking day, the report is submitted by the last prior banking day;
- Submission is done electronically via the SIRBNR reporting system;

Interest Rates Applied by Monetary Financial Institutions
Reporting is mandatory for
- MFI credit institutions, Romanian legal entities, and Romanian branches of foreign MFI credit institutions.
Use of Information
- Compilation of average interest rate statistics;
- Monetary policy analysis, household financial condition assessments, and policymaker information.
- Statistical series are published via the Interactive Database and NBR Monthly Bulletin.
Regulation
- Regulation no.4/2021 (romanian only) with subsequent amendments and completions, Title I, Chapters I and III (Articles 16–29)
Practical Information
- Monthly submission by the 17th of the following month. If the deadline is a non-banking day, submission is due the last banking day before;
- Submission via the SIRBNR system;

Foreign direct investment
The reporting is mandatory for
- Credit institutions
- Non-bank financial institutions included in the Special Register
- Insurance corporations
in which a non-resident investor directly holds at least 10% of the share capital

Regulation
- Regulation no.4/2021 on the reporting of data and statistical information to the National Bank of Romania, title II, chapter III (art. 87 - 91)
Practical information
- Reporting is on a quarterly basis
- The reporting period is 30 calendar days from the end of the quarter for which the reporting is made. For the fourth quarter, the reporting period is 15 calendar days from the deadline for submitting the annual financial reports, according to the regulations in force
- The transmission is carried out electronically, through the RAPDIR reporting information system

Direct Investment Abroad
The reporting is mandatory for
- Residents (individuals, legal entities, branches of foreign legal entities) who own at least 10% of the share capital of a non-resident company or own entities without legal personality (branches) registered and/or authorized to operate abroad

- The reporting period is no more than 30 calendar days from the date of acquiring the ownership right over the respective non-resident company or from the establishment of the branch abroad

Reporting is mandatory for

- financial investment services companies;
- investment vehicle companies;
- self-managed investment companies;
- insurance corporations, Romanian legal entities and branches in Romania of foreign insurance corporations;
- investment management companies managing resident investment funds;
- companies managing resident private pension funds.
Use of information
- calculation of the government securities and other type of government securities outstanding at market value/nominal value structured on the investor's residency criterion;
- compilation of the Balance of Payments and the International Investment Position of the country;
- compilation of the External Debt and its related service;
- deriving stocks, transactions, other volume changes and revaluations for national accounts statistics;
- statistical series containing aggregated data are made available to the interested public on the pages: Statistics>Domains>Debt securities and Interactive Database;
